INSTRUCTION NAME: TIFSUP (true if supervisory mode)
DESCRIPTION: This instruction sets the SVD output to 1 if the mode of the direct control point
(DCP) contained in operand 1 is supervisory. If the mode is not supervisory, the SVD output is 0.
The SVA input remains unchanged.
